WBAA Second Call for Projects – 2019

Western Balkans Alumni Association (WBAA) opens the second open call for projects and is looking for great projects within the Western Balkans.

This scheme aims to encourage and enable volunteers in the Western Balkans to join forces and implement projects on the ground, which are in line with WBAA’s aims, promote E+ and are of mutual interest of the EC and the volunteers. Key dates: 

  • Launch of application call: 04 September 2019
  • Application deadline: 24 September 2019, 10 pm (CEST)
  • Project selection: project selection is planned to be published by 27 September.
  • Project implementation: Projects should plan with an earliest project start from end September 2019 – with a latest finalisation of the project by 15 November 2019

NOTE: We have a significant change in this Open call. The European Commission agreed with the Service Provider to extend the pre-financing method (Advance payment) also to the Medium and Large Projects.

The objective is to simplify the implementation of projects and to strengthen WBAA and the volunteering.

Eligible applicants and criteria

  • Applicants must be registered members of the Western Balkans Alumni Association (WBAA). If you haven´t applied as member of WBAA, please do so under https://community.western-balkans-alumni.eu/application
  • Projects must be realized within the Western Balkans, namely Albania, Bosnia and Herzegovina, Kosovo*, North Macedonia, Montenegro and Serbia.
  • We encourage partnerships with other organisations for the purposes of the WBAA Projects scheme. However, non-WBAA partner organisations do not meet the criteria for applications they can only be partners of a WBAA member.

Clusters of WBAA project topics

Support of four main types of WBAA projects. Your application needs to align with at least one of the clusters listed below. When submitting your application, you will be asked to justify how your project aligns to clusters and components.

  1. Events for Erasmus+ and WBAA promotion
    This cluster aims to support the promotion of Erasmus+ and WBAA to increase participation in Erasmus+ initiatives and programmes, but also to increase the membership of WBAA.
  2. Training sessions for volunteers and WBAA members
    This cluster aims to increase the capacity of volunteers, Erasmus+ participants, and youth to better engage and participate in varied opportunities. (such as capacity building, career development, project or entrepreneurship skills, etc.)
  3. Other outreach projects providing knowledge exchange and networking opportunities
    This cluster wants to strengthen the impact of WBAA within the region. The activities serve as a platform focusing on relevant topics where WBAA members and stakeholders bring in their expertise and create a strong network.
  4. Strengthening Higher Education Quality
    This cluster looks to encourage projects that serve to improve higher education.

We have basically three types of project sizes: Small – Medium – Large Projects.

Small projects: up to 1,500 Euro

Are made available for projects that meet at least one of the clusters listed below.

Projects can be local, national or regional.

Selected projects will receive pre-financing of 80% (advance payment) and up to 20% (closing payment) after the final narrative/financial report.

If individual event travel expenses occur the reimbursement has to be organized by the project implementer (WBAA volunteer) for the whole project and will have to be included in the final financial reporting. The administrator (service provider) will not make individual reimbursements.

Medium projects: between 1,500 and up to 5,000 Euro

Are made available for projects that meet at least one of the clusters listed under below.

Projects need to be at least on national level, ideally regional.

Selected projects will receive pre-financing of 80% (advance payment) and up to 20% (closing payment) after the final narrative/financial report.

If individual event travel expenses occur the reimbursement has to be organized by the project implementer (WBAA volunteer) for the whole project and will have to be included in the final financial reporting. The administrator (service provider) will not make individual reimbursements.

Large projects: Between 5,000 and up to 10,000 Euro

Are made available for projects that meet at least two of the clusters listed under below.

Project needs to be Regional. Minimum of four (4) countries, ideally six (6).

The selected projects will receive pre-financing of 60% (advance payment), upon approval of interim report 30% and up to 10% (closing payment) after the final narrative/financial report.

Event travel reimbursement for participants can be requested directly from the service provider (administrator) by following the cost regulations (ANNEX III page 3 point 7)

Evaluation process & criteria:

The evaluation of projects will be conducted by evaluators who will follow the criteria listed below:

1.      ContentObjectives & Relevance

  • Clear description of objectives and relevance of the project and how they align with the planned cluster topics and aims of WBAA
  • Is there an added value for WBAA
  • The objectives stated in the application are SMART (Specific, Measurable, Achievable/Action Oriented, Realistic and Relevant, Time based) and the goals are well described

2.      Quality –   Structure & Planning

  • The application clearly mentions the activities that will be organised before, during, and after the project, with an appropriate timeline. They include the main tasks, responsibilities, resources (budget) needed
  • A clean distribution of tasks
  • Key performance indicators (KPIs) for the successful realization

3.      Expected Outreach –  Impact & Visibility

  • The application states where and how the project will be promoted
  • It clearly explains how the project impacts its beneficiaries, and how this impact is measured
  • Strategy for promotion, platforms used for and other relevant details (e.g. participant recruitment)

4.      Budget Feasibility & Resources

  • The budget is easy to understand and clearly outlines the most significant cost line-items required for the development of the project and are consistent with the project activities and goals
  • Human resources (volunteers) are clearly assigned and availability is safeguarded. The workload is well distributed and balanced, back-up resources are in place

5.      Collaborative approach

  • Does the projects takes into consideration that WBAA is a regional organisation
  • Does the project results from a cooperation and is clearly articulated
  • Inclusion of relevant stakeholders on the planned topic

Reimbursement & reporting of projects:

You will need to report to WBAA about the outcomes of the project through the templates provided by WBAA, before receiving the final project reimbursement. 

  • Narrative Report
  • Financial Report
  • Interim report for large projects (will be available with project start)
  • Interim payment request (only for large projects)
  • Final payment request
  • News report
  • Instructions on how to use the reimbursement tool (will be available with project start)

More information will be offered once the project selection has been announced and the templates will be available.

Personal Data Privacy

When applying, you will be required to give your consent to the WBAA Service Provider as well as the European Commission and where necessary the WBAA Partner Organisations to receive, store and use your data for organisational purposes.

If your project is successful you also accept that your contact information will be sent to European Delegations (EUDs) and national agencies contacts to promote your project and connect you. The project manager contact information will also be made public on the WBAA website to support further collaboration.
